Abstract

In 1912, Netherland government applied the drugs policy legalization to fulfill the health necessary and research or science and it is called Opium Act. In 1976, in Opium Act, the kind of drugs consist of two parts, it is soft drugs and hard drugs. At first, Netherland government applied the drugs policy for everyone without except. The concept used is national security and transnational organized crime with qualitative research methodology. There was an increase criminal cases and disturbance because of drugs, Netherland government applied the new drugs policy. The new drugs policy in Netherland government restricts the consumption of marijuana. Netherland government applied the internal and external efforts to support restrict of marijuana consumption. The internal effort consist of restrict marijuana sale by decrease the coffee shop building, ban the foreign to consume marijuana in Netherland, introduce the Weedpass for every marijuana user. On the other hand, the external effort of Netherland government consist of make a bilateral cooperation; regional cooperation like join in a European Union cooperation, Pompidou Group, Schengen Treaty, and A-Team; and make an international cooperation with United Nations. The internal efforts of Netherland government to restrict consumption of marijuana make a pro con in the Netherland society. The dominant of Netherland society decision is con the Weedpass and propose to still legalize soft drugs. The Netherland society decision about marijuana is obtained by polling in 2012 and 2013. The polling can help the Netherland government to create the local institution to control the drugs criminal and keep the peacefulness as well as the public order.
