Abstract

The strategic plan of culture and education ministry 2015-2019 which made by government, makes the perpetrators of education are demanded to improve the quality of education. Culture quality is one of form of quality education improvng. SDN Lowokwaru 2 Malang became first winner of national culture quality competition 2016. This research is purposed to describe the implementation of culture quality in SDN Lowokwaru 2 Malang, supporting and inhibiting factors and solution which used to solve the inhibiting of implementation of culture quality in SDN Lowokwaru 2 Malang. The type of this research is descriptive qualitative with descriptive narative approach. The source of data which used are primary and secondary data source. Primary data source are from interview guidelines, observation guidelines, dan documentation. While the secondary data source are from study documents. The researcher describes result of researching by words. Analysis of data which used by researcher is Miles and Huberman Model. And validity test of data uses technique and source triangulation. Result of the research shows that: (1) The implementation of culture quality in SDN Lowokwaru 2 Malang in terms of learning, ekstracurricular, MBS, UKS, and library run well and comply six elements of culture quality that all parties concerned must have mindset that the position between people are not be barrier to do everything, all are the same, centered on the process, there is not failure or winning but making it all a learning of experience, avoiding mutual covered attitude, and sincered interlace. (2) the supporting factors of implementation of culture quality in SDN Lowokwaru 2 Malang are colaboration and discipline of headmaster, teachers, and educational staff there and also adequate facilities and infrastructures. While inhibiting factors are some teachers lees innovative for teaching in the class, lack of parental awareness for their son’s or daughter’s education, and there are some students less to develop their interest and talents.
