Village to village status changes done in order to improve the quality of service in the area. This also happened in Sidoarjo, especially in the city of Sidoarjo Sidoarjo District who became the center of urban development and the interests of the status of the order perekonomian.Dalam Local Government Regulation No. setting. 5 Year 2003 regarding Amendment villages in Sidoarjo District Becoming Village. Based on the background of the problems mentioned above formulated problem as follows: How does the impact of changes in the status of villages into urban villages to service quality in the village of Sidoarjo Sidoarjo District Urangagung? And what obstacles encountered in implementing the service after the change of status? This study used qualitative research methods to the type of descriptive, because it is through qualitative research can reveal phenomena related to the perceived quality of public services since transformed villages into urban status. Based on the results of research through data collection techniques, one of them with interviewing techniques and devices kelurahahan headman and the community, we can conclude the change of status into administrative villages have increased the quality of service in Sidoarjo is good although the levels are still working toward the good, but already there are changes or improvement of the service. It can be seen from the assessment on each of the indicators associated with service asyarakat investigated. Urangagung administrative constraints faced in implementing the service to the community is the educational level of employees who still have not qualified, district officials have not mastered the change of status from village to village authorities, employees who have not been able to operate a computer and the condition of the community also do not understand the changes in the wards.
