Abstract

Starting from the concern of the Local Government City of Pasuruan in viewing condition are less controlled parking area, in the presence of “thugs parking” which picked up the deposit to the park interpreter, then in 2000 the City of Pasuruan issued Local Regulation (Perda) No. 5 of 2000 regarding parking on the edge of retribution public roads. This policy was created aiming to control and launch and combat networks of thugs who often disturbing public parking, so be orderly and controlled. However, after three years of running this rule was considered less good. So in 2003 this law has been changed into Perda No. 7 of 2003 concerning amendments to the law No. 5 of 2000 on parking charges at the edge of public roads. And in 2008, this regulation re-experience the second change that No. 3 of 2008 regarding the second amendment of regulation No. 5 of 2000 on parking charges at the edge of public roads. This type of research used in this research is qualitative research descriptive. The goal is to illustrate the descriptions on the basis of exiting data on the object of research. Location of study taken include relevant line agencies, the parking attendant or interpreter parking and communities that exist in the city of Pasuruan. For data colletion techniques, researchers used interview techniques, documentation and observation. As for the techniques of data analysis, researchers used data analysis model of interaction. The stages of data analysis model of interaction, including (1) reduce the data, a step for selecting field data, (2) display data, simplification of complex data into a short narrative based on the formulation of the problem, (3) draw conclusions, determine the results of research data have been obtained. From the observations that have been conducted during this study, the implementation of policy in Pasuruan subscription fees have not felt to achieve maximum results. Marked with local cash income (parking subscribe) which do not meet the target, and socialization that are not evenly distributed so that the implementation in the field still found a lot of cheating. In condition, Local Rule No. 3 of 2008 itself has not been set on the rights and obligations of the actors should run policy makers and implementers. Stopped by the liability how should the public use parking facilities and “jukir” a fixed subscription must carry out their duties without any illegal payments. This what makes this policy as if crippled by the laws of protection for both parties was not yet clear. There are several actors involved in implementation of parking charges to subcribe. However, the main actors in the implementation of parking charges is mayor of Pasuruan subscribe. Then the support of several other actors in this policy, the revenue level of East Java, the Governor, as well as approval from the police and the City of Eas Java. In reality the implementation of parking charges to subscribe for in the field does not run effectively and optimally. Inhibiting factors such as delinquency of jukir who gave illegal fees to users subscribes to levy parking, lack of pro-active and enthusiastic community of users parking subscribe to more obedient to the rules that have been written about the implementation of parking charges in Pasuruan subscription, and no mention of legal protection and rights which are written in the regional Regulation No. 3 of 2008 for the “jukir”. So in fact, rule No. 3 of 2008 Local governing parking levies in the city of Pasuruan subscription has not run an effective and optimized for implementation in the field. Expected future, each party can understand each other roles and duties, respectively. How do actors policymakers can fix policies that already exist, and as implementers in the field “jukir” and society can support these policies comply with rules set.
