Abstract

Village Autonomy in Law No. 6 of 2014 on Villages demands village government to establish democratic villages, including in the implementation of Musrenbangdes (Musyawarah Perencanaan Pembangunan Desa, Village Development Plan Consultative Meeting). In this context, the role of the village head is crucial to foster leadership synergy in the Musrenbangdes process. Through the leadership synergy, the village development program can be formulated and decided together by all village institutions including the village community. Consequently, the village development program can support the accomplishment of a competitive and prosperous village as the goal of village autonomy. This article specifically examines the leadership synergy in the Musrenbangdes activities in Landungsari Village, Malang Regency. Through a descriptive qualitative approach, this study found that the village government realized the significance of leadership synergy in the Musrenbangdes activities. Leadership synergy encouraged active participation of the village community in Musrenbangdes, and thus village development could run effectively. However, this study also found that leadership synergy was difficult to implement effectively because the village institutions had not fully cooperated, causing Musrenbangdes could not be implemented successfully. Therefore, leadership synergy must be supported by the joint awareness of village institutions to foster village development according to village autonomy objectives.
