Abstract
Management and preservation of ecology is not only responsible of the government, but also is people responsible as a whole. For realizing it, it is necessary a participation from all of people. As living in the democratic state, the participation of Indonesian citizenship should always be enforce in all aspect of life. This is accorded to one of principles of national development, that is democratic of Pancasila, means that achieving the aims of national development covering all people life in nation and state conducted by kinship spirit characterized by togetherness, mutual assistance, unity through musyawarah for agreement (Role of MPR RI, 1993). Based on those background above, then what will be the main issues in this research formulated as follows: 1.How is the form of people participation in managing and preserving the ecology, particularly in the field of horticultural development, in village of Gedangsewu, District of Pare, Region of Kediri? 2.What kinds of factor that influences people participation in managing and preserving the ecology, especially in the field of horticultural development, in village of Gedangsewu, District of Pare, Region of Kediri? 3.What kind of obstacles and efforts conducted by Dinas Kebersihan dan Pertamanan (DKP) of Kediri in empowering / enhancing people participation in the field of horticultural development, in village of Gedangsewu, District of Pare, Region of Kediri? This research is aimed to identify: 1) Forms of people participation, 2) Factors influencing people participation, and 3) obstacles and efforts conducted by Dinas Kebersihan dan Pertamanan of Kediri in empowering / enhancing people participation in managing and preserving ecology particularly the horticultural development in village of Gedangsewu, District of Pare, Region of Kediri. This research has been conducted in village of Gedangsewu, District of Pare, Region of Kediri. The research subject is Head of Dinas Kebersihan dan Pertamanan of Kediri, leader of village of Gedangsewu and people figures of 70 RTs in village of Gedangsewu, District of Pare, Region of Kediri determined by purpose sampling with using principle of snow ball sampling. Data collected by method of qualitative descriptive analysis. It is that this research employs descriptive analysis technique for summarizing the data gained by firstly analyzed, so it can be concluded as generally. The research in obtaining data which are going to be analyzed is through observation, interview, and documentation note related to the aim of this research. The result of this research shows that: 1) the forms of people participation in village of Gedangsewu have required three stages (planning, implementation, and evaluation), however it has not maximally yet since it includes into persuaded participation, 2) factors that affecting people participation are factor of internal, external, education, gender, and age, and 3) the obstacles of DKP in empowering / enhancing people participation are that lack of people awareness to participate, the limitation of fund budget and poorly human resources of horticultural official of Region Kediri. While the effort conducted is only enhancing coordination and doing such training and study tour. The obstacles and efforts are done by Dinas Kebersihan dan Pertamanan in realizing people participation on managing and preserving ecology particularly horticultural development. The obstacle is that lack of people participation caused by lack of frequent of socialization by DKP to the people. The efforts done by the government (DKP) are (1) to enhance frequent of socialization to the people which is later able to transform model of people behavior to be better, (2) to conduct coordination more intensively with the apparatus of village and people itself, (3) to solve minimum of budget, then the government should take scale of priority, in order to the program designed can be worked as maximally. Having give such conclusion of this research, then here the researcher tries to propose several recommendations as follows: 1.Towards people of village of Gedangsewu, District of Pare, Region of Kediri 2.Towards the government, here is Dinas Kebersihan dan Pertamanan of Kediri 3.Towards Department of Education of Kediri 4.Towards UMM institution, especially for Department of Law Civic Education
