Abstract

Management policy of school-based quality improvement (MPMBS) is one form of decentralization in educational management which is chosen for its aim in bring autonomy of the school and also improving educational quality. This policy is implemented by conducting active, creative, effective and fun learning (PAKEM), transparent management and by involving the role of the community, financial management. During implementation, management policy of School-based Quality Improvement (MPMBS) has needed readiness of human resources (school principal, teachers, and finance management) facilities, and funding. Therefore, author has taking interest in doing a study concerning implementation of management policy of school based quality improvement at MA Muhammadiyah I Malang, with the objectives: (1) to found out how does implementation process of management policy in school based quality improvement at MA Muhammadiyah I Malang, (2) to found out about how does management policy in school based quality improvement at MA Muhammadiyah I Malang and (3) to found out what is the supporting and inhibitor factors of management policy in school based quality improvement at MA Muhammadiyah I Malang. Some references of the author is school principal of MA Muhammadiyah I Malang and field coordinator existed within organization structure of MA Muhammadiyah I Malang. Technique used in data collection of this study is: (1) observation technique, (2) interview technique, (3) documentation technique. From the result of this study, we might conclude that implementation process of school based quality improvement at MA Muhammadiyah I Malang, by conducting PAKEM, transparent school management, involvedness and participation of the community and student’s parents. Management policy of school based quality improvement at MA Muhammadiyah I Malang, has given welfare toward teachers in form of ability to attend workshop, Arabic language or English language, or participate in seminars and teachers has freedom in teaching process in the form kind of approaches, methods and learning techniques to be used in accordance with their own field characteristic, having mutual feeling of togetherness, solidarity, making planning concept, conducting evaluation and coordination with school components, having mutual responsibility. Supporting factors of implementation in management policy of school based quality improvement at MA Muhammadiyah I Malang is the existence of school desire to create an open, transparent and accountable management. While for the inhibiting factors in management policy of school based quality improvement at MA Muhammadiyah I Malang is minimal amount of fund, student’s amount is still minor, and school components has not yet fully understanding about management policy of school based quality improvement.
