Abstract

There are some classes/groups in our society, starting from the lowest ranks that tend to rise up their status until they stay on the higher rank, which was done on purpose. Being a state/government is one thing that has economical characteristic, which has been rushed, and also an honor for whoever achieves it. Being a Government employee is also considered of having a certain future, also the respectable status in our society. The formulations of the problem in this research are : 1. How is the procedure about the Raising of Honorary workforce into the candidate of Civil State Employee in Government institution in Malang considered from GL number 43 in 2007 about the changes of GL number 48 in 2005 about the Raising of Honorary Workforce to become The Candidate of Civil State Employee ? 2. What obstacles are there in the Raising of the Honorary Workforce to become the Candidate of The Civil State Employee, as viewed from GL number 43 in 2007 about the changes of GL number 48 in 2005 about the Raising of Honorary Workforce to become the Candidate of Civil State Employee ? The goals are : 1. To know how the procedure of The Raising of Honorary Workforce to become the Candidate of Civil State Employee in Government Institution in Malang 2. To learn what obstacles there are in the Raising of the Honorary Workforce to become the Candidate of The Civil State Employee, as viewed from GL number 43 in 2007 about the changes of GL number 48 in 2005 about the Raising of Honorary Workforce to become the Candidate of Civil State Employee The scientific approach used is “Juridical and Sociological” approach, which is located in the Regional Government/State of Malang. The data sources which are taken are primary and secondary data. The data pooling techniques are interview and documentation. The data analysis in this research is using the analytical description method, a method where the data from the field will be analyzed and described so that it can be drawn a conclusion. According to the research that has been done, it can be concluded as the following : 1. The procedure of the Raising of Honorary workforce into the candidate of Civil State Employee in Government institution in Malang considered from GL number 43 in 2007 about the changes of GL number 48 in 2005 about the Raising of Honorary Workforce to become The Candidate of Civil State Employee are as follows : a. The existence of planning and preparation b. The existence of a decision about the Honorary Workforce who will be raised as the candidate of civil state employee c. The existence of administrative selection d. The raising of Honorary Workforce into the Civil State Employee 2. The obstacles of the raising of Honorary workforce into the candidate of Civil State Employee in Government institution in Malang considered from GL number 43 in 2007 about the changes of GL number 48 in 2005 about the Raising of Honorary Workforce to become The Candidate of Civil State Employee are : a. Internal, which can be seen from the data validity and the low educational background of the Honorary Workforce b. External, which can be seen from : 1. Administration system (the integrals of planning, actuating and controlling function) which is imperfect 2. Below standard welfare 3. The large amount of Government Employee 4. The unsatisfied law enforcement and is hard to apply 5. The collusion syndrome which is difficult to prove 6. The financial problem both in central and district Government The suggestions which can be given are : 1. The planning and preparation should be well prepared before the raising process and the administrative selection must be done as careful as possible so that there won’t be any mistake in the raising process that can give negative impacts for our Government 2. The authorities should correct the validity of the data and the low educational background of the Honorary Workforce, which may cause mistakes in the raising process
