Abstract

Various violence cases and the problems in the Institute of State Government Campus (STPDN/ IPDN), be a big question mark, where the constitution values that arranged in Law Number 20 Year 2003 about National Education System seem nothing in the education institution on duty of The Ministry of State Government (Depdagri). From that background, the writer has the questions in this writing, how actually the implementation of education system in Law Number 20 Year 2003 about National Education System (Sisdiknas) toward the educational process in IPDN, then is there any kind of justification and what kind of it especially according to Law Number 20 Year 2003 about Sisdiknas either in explicit or interpretation from existence of violence during the educational process in IPDN. The Writing result of this research used the Legal and Sosiological approach, and collect the data with qualitative research design, by interview as the primary data with Tri angulation (cheque and ricek) technique to the IPDN, Lecturer who have immeasurable of IPDN cases, and the graduate of IPDN. Then the research result was analysed descriptively based on theorys which has been elaborated the review of related in literature. From the research which has been done, obtained the data that the implementation of education system in Law of Sisdiknas in IPDN only limited to the curriculum, and IPDN applies the teaching education system as intellectual former of district public service, Training of skill former of the Student/ Praja, and Mothering as district public service morale former. The conclusion is the Law Sisdiknas only focused on teaching system with quota didn't reach 50% from overall of the education system. So emerges the violence cases on the basis of system apart from Law Sisdiknas which remain to defended, added with many importances many party sides in it, either the side of intern from Depdagri, from IPDN, and external party sides, so that system impressing wrong, added with the perpetrator of that system didnt have effort to repair it, so that the violence in IPDN will can be await
