Abstract

Batu city is as a famous tourism region instead of buffering water for the area surround it. The city has very important oasis of Brantas river. To maintain the natural resources, the government of Batu proclaims Batu Green Everlasting Program. The program has a main purpose that is socializing to the society the importance of maintaining everlasting of the nature and circles in the area of Batu city. In order to achieve the program, it needs the role from public relation government of Batu city to socialize Batu Green Everlasting Program to all of society in Batu. To describe the understanding of the role of public relation government of Batu city in socializing Batu Green Everlasting Program, the writer uses the theory of Edward L. Bernay, in his book “Public Realtion”, University of Oklahoma Press. The theory describes that Public Relation has three functions: first, to give the understanding to society, second, to persuade the society to change their role and habitual directly, third, to integrate the role and habitual of a society with particular organization or vise­versa. The writer used descriptive research using qualitative data. The resource of the data taken from 3 informants: The head of public relation division of Batu city, the division of mass media and the division of news coverage and documentation. The technique of the analysis used by the writer is domain technique analysis. In order to avoid the variety of the domain, so in this research the writer used domain, those are: variety, cause and effect, technique to goal, and function. The research result shows the role of public relation government communication and information in Batu city, has held publication and gave information to Batu society. The steps that Batu’s government take are: making plan that can take them to the planning program of public relation division model 6 (six) they are: introducing situation, deciding the goal, definition to public, choosing media, planning the capital, and measuring the goal result in order to obtain the message from the media that used. Thus, it can be decided kinds of promotion used, such as mass media in the form of news paper, brow­sure, leaflet and street banner. Instead choosing electronic media such as ATV (Agropolitan TV), AFM (Agropolitan FM), and internet (website: WWW. PEMKOT.BATU.GO.ID). The conclusion from the research shows that the role of public relation government of Batu city in socializing Batu Green Everlasting Program is by having a publication and giving information using advertisement in the form of mass media such as brow­sure, leaflet and street banner. Instead using electronic media belongs to Batu’s government such as ATV, AFM and internet. The writer suggests the public relation division from communication and information, and library of Batu city can maximize the human resources more competitive for they can held the publication activity and give the information about Batu Green Everlasting Program. Thus they can select and use a particular message and communication media correctly. Therefore, they can give the information completely for all Batu’s society.
