Abstract
Violations committed by drivers of motor vehicles on the highway above the average speed is still commonly found, this happens because motorists do not understand the rules that already apply Traffic and specified so that the driver is still much to do Breach. This research takes the formulationof the problem: 1. What factors lead to violation of Motor Vehicle Drivers on the average velocity? 2. How efforts to prevent law enforcement authorities against infringement on the average velocity of motor vehicle drivers do? 3. Whatever obstacles faced by law enforcement authorities in addressing violations above average velocity ? This study uses juridical approach Sosiological – Kriminologis, data collection techniques such as interviews with respondents / sample from the population of motor vehicle drivers who do violations above average speedand direct abservation to study the location of the Regional Police Legal Malang and in areas prone violations in Malang City as the place of extraction of primary data. Then the survey data were analyzed descriptively. The Driver of the 10 samples of Motor Vehicles, who violates the above average velocity, the data obtained factors: a. Driver’s age, b.Vehicle type, c.Occupation, d.The reason for doing Violation. In conclusion Drivers of vehicles that do Violations above average velocity of all ages and from various job, special causes: Violation of not knowing traffic rules, poor driving skills, and habits.
