Philosophically public service constitute one of reason and goal were formed country, by the way country as mandate acceptor from citizen have responsibility to carrying out public service as effort to fulfill basic rights of citizen. Some phenomena emerge, how bad of public service may be seen in any cases, such as treatment of land certificate, license to build a building, license investment and others. The corruption action is more large in bureaucracy of public more be loss effort to improve bureaucracy after reformation in 1997. Based on the phenomena, researcher was interested to open far in study form by title: “Public Service in License Side (Study about License Letter of Effort Place (SITU) in Licence Department of Malang City). The goal of this study is to describe public service to making effort license letter in license of department Malang city. The study location is license department of Malang city in Ahmad Yani 53-55 code of post 65125. The study kind is descriptive, which try to give description entirely concerning variables which have been given suitable with the problem and the study focus. The data collecting technique through interview, observation and documentation. The data analysis technique is qualitative. The study sample is proportional by considering which be given by researcher. The characteristic or subject issue in this study is leader of license side of Malang city with leader of general side. The study result show that it is known that public service to making effort license letter in license department of Malang city based on the Leader of License Departmen of Malang city Number 04 Year 2007 bout Standard of Public Service of License Department of Malang City in article (1), that application procedure is carried out to examine to completing of license document and identification of license material suitable classification along with file research after processed. The coordination application and scheduling of considering team and license surveyor. The considering application to control or rejection of license. The preparation of signing material of license after it fulfilled requisite to Leader of License Department. And then from infrastructure side, License Department of Malang city prepare one room to locket of license service or information locket, service and complaint unit is carried out by suggestion box and critics to society, the license receive locket, locket of calculation and retribution/tax, locket of retribution/tax paying, locket of license taking thus society may used rooms suitable their need. Administrational of finishing time or making of effort license document and process in license department of Malang city is varied. It is depend on the effort kind which will be build, there are 7 days but there are just 3 days. To carrying out their work, License Department of Malang City prepare 4 units of Pentium IV, 13 units of Pentium III and 1 unit of Pentium I, beside to fulfill media and infrastructure such as department car, operational car and motor cycle. To increase of human resource quality, License Department of Malang city continually carried out training especially computer or knowledge which have relevance with public service who be carried out by License Department of Malang city. To increase official skill or aperture, License department of Malang city give training internally or externally. This training is aimed to increasing and developing official knowledge by official delegation to training program, to do controlling, punishment giving, punishment for official whom do violation and motivation giving.
