Abstract
In cooperation among Malang City and Batu City Regional Government in Water Resource Processing was dedicated for the society importance and regional government responsibility. Regional government was given a chance to do cooperation among region. According to the Batu City Regional Government Act in water resource processing to fulfill water needs in society life. Water as living creature’s needs has become economic commodity and traded, so that people access to water resource was disturbed. Related with this, rule about water arrangement has been issued, Act No.7 / 2004 about Water Resources stated that the responsible of drinking water preparation system basically was Regional Government’s responsible. The role of cooperation organization, private business and society were limited since the government wasn’t able to hold it and the government also possible to do duty in role, implementation and supervision in water resource processing in whole. Government and regional government should be responsible in drinking water production, since by proper drinking water production and fulfilling rights about water, society’s life would be better. The problem existed in society was the price should be paid by water user, connected with society’s economic level to pay the money. Regional autonomy focused on democratic spirit, responsibility and regional rights, so that the central government could be run as hoped by regional financial balancing principles, though politically there were some things still un-decided by central government and regional government. One strategy used by regional government to succeed the development was through natural resource processing and distributing for the wealth of regional society. To develop it, there should be a cooperation between regional government in natural resource arrangement, especially water resource. In section 17 Act No.32 / 2004 about Regional Government, stated that region has rights to do cooperation between region in natural resource processing, starting from cultural utilization, effect controlling, and the maintenance. That autonomy region was allowed to do sharing for natural resource utilization. But region should do an environment harmonization and rehabilitation. The water natural resource not just for the society, but also regional government. Malang City Government and Batu City Government was doing cooperation which was public oriented and environmental linkage
