Abstract
Realized that water was major needs for society, its development always considered many importance and institution, so that there needed further understanding about new concept and policy also synergy creating the united water resource. Jasa Tirta I Public Organization which was a Public organization which was held and fulfilled people’s needs had responsible to handle water resource conservation in order to reach the organization vision and mission. To reach the stated goal, there needed people participation and support. Statement of problems in this was what socialization action were done by Jasa Tirta I Public Organization related with water conservation and the people participation for that program. The research was done by qualitative research supported by quantitative research. Data collection techniques were interview, questionnaire, and documentation. In data collection, there were three key informers who were taken by purposive sampling technique and 64 respondents as supporting informers taken by total sampling technique. Data collected in this research would be analyzed through induction, interpretation, conceptualization, while to compare an recheck the information level, the writer used triangulation source. The research was all socialization of water resource conservation which was done at Tiekung village with reforesting program which showed show people participation from socialization. The conservation action which was done by PiT I Malang, to do training like land conservation, agroforestry, natural pepcitide EM4 and Bokashi and bio gas made. People participation to the program was formed in people voluntary in spend their time, gave thought in socialization of water resource.
