Abstract
Land registry is one of the form formulation of operational of four orderly of land (catur tertib pertanahan), arranged in Regulation of Government of Number 24 Year 1997 (PP No. 24/ 1997). For the shake of reaching of intention of land registry, that is giving rule of law and certainty of land right to prosperity of society, especially for land grounds coming from land ground of is ex- custom ownership land with ownership of it which still in the form of pethok, girik, pipil, C letter, hence done by land registry first time which divided in 2 (two) system, that is (1). land registry first time systematicly, (2). land registry first time by sporadik. As for hitting problems which will study in this research is about execution of land registry first time by sporadik the in order to realizing four orderly of land (catur tertib pertanahan) in Office Land Of Sub-Province Malang (Kantor Pertanahan Kabupaten Malang), following constraints any kind of faced and done efforts during taking place it execution of activity. Research method which writer utilize here is method of yuridis sosiologis that is approach which pursuant to applying of regulation of land going into effect, that is UUPA Number 5 Year 1960 (UUPA No. 5/ 1960) and Regulation of Government of Number 24 Year 1997 (PP. No. 24/ 1997) along with its existing other regulations with problems which will be studied with a view to know various event that happened in society. From result of research of writer, can be concluded that still many deviations that happened during taking place it execution of land registry first time in Office Land Of Sub-Province Malang (Kantor Pertanahan Kabupaten Malang) by person in a certain capacity officer of Office Land, so that four orderly of land (catur tertib pertanahan) especially with its administration order of form cannot fully. The duration time, costly of it is expense of and circumlocutary process become especial constraint in execution of land registry first time by sporadik. Including also here is the lack of technical equipments in execution of operational activity and also the lack of knowledge of society in the case of usefulness and function from performing of land registry. Improving the quality of SDM Office Land Of Sub-Province Malang (Kantor Pertanahan Kabupaten Malang) through construction of sense of justice and discipline to all its officer represent especial step which must be done. Doing counsellings to society for the importance of land registry especially land registry first time for the shake of obtaining sertipikat as land right voucher which is strongest to be. Suggested also certain in a condition, to people which unable to be struck from by payment of costs. Its meaning of land registry as the rule of law guarantee really is partying to of sense of justice and human especially economic society weaken, so that especial target of UUPA earn form categorically
