Abstract

Disaster management is a series of actions taken to reduce or/minimize damage resulting from a natural disaster. Based on Law No. 24 (2007) concerning disaster management, there are several regulations related to disaster management as a comprehensive and proactive effort starting with disaster risk reduction, emergency response, rehabilitation and reconstruction. In disaster management, each structural level of government, starting from the central government, has its own functional duties in disaster management. The central and regional governments are responsible for implementing disaster management, from natural, non-natural disasters and social disasters. In this article, we try to conduct research on the Malang City Regional Disaster Management Agency. The aim of this research is to find out the overall efforts of the Malang City BPBD in carrying out Disaster Management Efforts in every situation, both pre-disaster, disaster emergency response, and post-disaster.
This study uses descriptive qualitative methods using qualitative research methods. According to Wiliams (2008) qualitative research is different from other research in several ways. In this connection, Williams mentions three main things, namely (1). Basic views (axiom) about the nature of reality, the relationship between researchers and those being researched, the possibility of drawing generalizations, the possibility of building causal relationships, and the role of values in research. (2) the characteristics of the qualitative research approach itself, and (3) the process followed to carry out qualitative research. In qualitative research the research focus/problem is expected to develop in accordance with field realities, emphasizing the emic perspective, and moving from facts/information/events to the level of higher abstraction (whether concept or theory) and not vice versa, from theory or concept to data/information. Therefore, conceptually-paradigmatically, qualitative researchers must be able to free themselves from the "captivity" of a theory.
The findings in this research are that the Malang City BPBD in its efforts to carry out disaster management has several strategies if viewed from three disaster management situations (1) in the Pre-Disaster situation the Malang City BPBD carried out outreach and training efforts, early warning prevention. In early warning there are two things that Efforts will be made to carry out mitigation efforts and install an early warning system (2) during emergency response by coordinating strategic management with several agencies/institutions as well as other government work units, by conducting rapid studies. (3) the existence of rehabilitation and reconstruction efforts with the implementation of several superior BPBD programs for the city of Malang, namely monitoring and evaluation analysis for post-disaster rehabilitation and reconstruction, rehabilitation of damaged post-disaster facilities and infrastructure, reconstruction of damaged post-disaster facilities and infrastructure, social recovery post-disaster cultural and psychological economics, post-disaster rehabilitation and reconstruction based on community empowerment
