Abstract
Based on article 22 verse 1 regulation of government number 32 year 1996 that obligate the kind certain health worker for actualize profession assignment obligation. With threat sanction criminal law a fine estimate Rp. 10.000.000 (ten thousands rupiahs) for violate. The researcher indigestion the violence based on this article at kecamatan Singosari, especially on nurse that open individual practice. This research takes the statement problem : 1. How agreeable based on health service that do by nurse based article 22 verse 1 PP No.23 year 1996? 2. What the obstacles that appears on application article 22 verse 1 PP No.23 year 1996? This research use juridical of sociological method, the collecting data use interview and sample from nurse population and direct observation to individual nurse practice as place take primer data, then the result use descriptive analysis. From 12 nurses as sample, that perform violence on article 22, the data is seven perform escort. Five secreted health patient status. Six take information about health status patient and action that will do. Six perform consensus action toward that will do. Then, no somebody else makes and keeps medic record. The conclusions is nurse understanding be mistaken, the sum resident with the high health worker, less understanding toward patient authorization and then weak a founding, supervision or endowment sanction by instance that have authorize role in implementation this article. Suggestion, in order that resident follow supervise, specially about a fulfill a his or her founding, in order a nurse can increase his/her knowledge with increase education and being active on organization, in order that government straightway enactive edict about nurse practice for materialize law sureness.
