Abstract
Due to comes from the concerns from many businessman who always ignoring producing policy of halal certificate and also theres many people taken benefit from it, its proven gave many society worried and uncomfortable with it. Regarding LPPOM-MUI Surabaya took concern about how to make discipline for irresponsible people from that matters, a few things that wroter want to analyse are : firstable :what the LPPOM-MUI position on disciplinate those people who make violation on producing policy, the second is : is it LPPOM-MUI will take punishment action for those who make violation regards on Producing policy certificate of halal. based on that matters, the writer will use approach method by sosiological yuridiction way, thats are analyse how the procedure running on LPPOM -MUI, and for the data source, writer will use primary data from interviewing and documentation and secondary data by library and filling, after that, writer will make an analyse with qualities descriptive result. For the implementation, regards on many violation of producing policy of halal certificate LPPOM-MUI will make a move by; Coorporate with small and medium industrial community, give a legitimate input to BPOM, make a practice procedure related for an entrepreneur who will try to take the certificate such as ; will give it for free of payment for those who need it., also will strongly recommended to LPPOM-MUI centre and BPKN so the government and DPR review the policy., so far LPPOM-MUI has own strategy to follow. which are make a corporate between institution related such as BPOM on monitoring, give free of payment fcertificate or small and medium entrepreneur so they will still consistent and also give the strong recommended to government. Based on the results of research and discussion, it can be concluded that the role-MUI LPPOM in accordance with the provisions in the Decree on the Scope of Duty Kep-164/MUI/IV/2003 LPPOM MUI Region / province, but there are still obstacles of limited space and authority owned institutions so that these institutions are passive and only less than optimal in the discipline of business actors who violate the provisions of halal produce. This is based on the number of other institutions intervened and differing perceptions of the task and have authority each institution. It cause, is still needed for future improvements both in terms of regulation of the authority, duties, and responsibilities of each institution, and arrangements specifically for muslim customers.
