China still has problems on distribution line (SLOC). That’s why China adopted Blue Water Strategy in maritime operation to reduce inhibition in sea line. Blue water operation run by China by increasing PLAN ability and dock development in countries along Indian Ocean. China needs in keeping energy existence was seen as threat by India. The threat felt by India so contradictive with India’s neighbours. It made the writer interesting to explain how India felt threatened by blue water policy and how the relation between China and India now. To explain the phenomena, the writer used explanative methodology analyzed by threat perception theory and spiral model stated by Jervis. The result showed that threat felt by India was the result of threat perception making. Where conflict history factor played important role in influencing India’s foreign policy vis a vis China. All of the India’s policy create to deterrence China’s policy. So, that’s way increase tension between India-China.
