United States is one democratic state with long history of racism. Since its establishment became an independent state in 1776, the United States experienced the history of slavery and racism against a certain group of blacks or African Americans. The treatment of racism, and radical action against blacks is worse and the impact of violations against the values of Human Rights. The history of racism in the United States began to be erased when the election of a first black president in the United States that is Barrack Obama. In this research, the research uses a explanatif by analyzing the data measured indirectly. This study emphasizes the influence of the election of Barrack Obama to changes in social policy issues related to racism in the United States. From the research, the authors concluded that with the election of Barrack Obama becomes president, there was a change of social policy to prioritize equal rights. The election of Barrack Obama as president and influence social policy change Barrack Obama, bringing the American public is more respect for the values of Human Rights, as well as the integrity emerged between blacks and whites in the social and economic aspects.
