Abstract

In driving vehicle, we must be careful and did not violate existing rules. Because so many accidents that have effect in death of a person due to less careful drivers when ride their vehicle. To reduce the number of traffic accidents, police party provide counseling regarding highway road traffic order as well as measures of human consciousness itself. In this research, the author uses legal-sociological approach. Research was conducted in Blitar District Police with data sources such as interviews and document study. For data processing, the authors uses a qualitative descriptive analysis. From the research, it is known that the profile of perpetrators who caused the death of a person in traffic accidents from the factor of perpetrators age, education, occupation and sex. The way of police in determining errors element with the way crime scene, searching for witnesses, securing evidence and determining from the autopsy report. Blitar District Police determine the elements in causing traffic accidents that impact in death of a person seen from the risk of accidents, high speed, violation of signs or barriers, lighting including light of vehicles, and long way. The author here suggests Blitar District Police should provide law counseling to the community, so that people become more aware of the law and it can also make the community better and understand their responsibility when occurred traffic accidents in terms of civil or criminal liability.
