Abstract

Credit program food and energy security is an effort to increase production and productivity of food crops, horticulture, livestock and/or plantations that produce food of vegetable and/or animal. The purpose of the study is to determine the procedure of lending food and energy security as well as the extent of the constraints faced by banks in lending at the farm level. Object of research in PT. Bank Pembangunan Daerah Jawa Timur (Persero), Tbk Cabang Pasuruan. Type of research is qualitative descriptive because security describe a procedure of lending food and energy. This study is the exposure of the object issues that are being discussed. Data obtained in the form of primary data such as interviews with the parties concerned. Such as the terms application of credit program food and energy security to the Jatim bank and the contrains faced by Jatim bank in lending at the farm level. Secondary data were obtained based on the archival records or documents at the Jatim bank. The results of the research can be explained that the submission of the loan application procedure food and energy security, there are two namely the prospective borrower come to the Jatim bank directly or through business partners. Then prospective clients apply for food and energy security of credit after getting information in advance by bank. After that the bank checks the completeness and correctness of the data of the prospective borrowers, conducting surveys and verification of the data to determine feasible or not given credit. After obtaining the credit decision making preparations for the realization of the credit. Lending in food and energy security are common problems, namely the lack of the ability of borrowers (farmers) interact and cooperate in a group, sertifikay collateral in the form of land and other securities that are difficult to fulfill given the prospective borrowers is still a lot of borrowers whose land is not the property itself. As well as the loan disbursement process that takes a long time to make the prospective borrowers are reluctantto apply for loans given commodity is planted depends on the growing season. From the above result it can be concluded that with the credit program food and energy in the Jatim bank can meet the needs of farmers in improving product and productivity of food crops.
