Newspapers are used in the channel of political communication, so that the newspaper is able to guide the audience in the decision making process to determine pilihanya. Mass media, especially newspapers as channels of political communication, plays an important role in shaping public opinion. The formation of that opinion is not just as a mirror of society that there is only tradition, but more than that. Biased views of formation presepsinya opinion against the newspaper as an active shaper of the existing political reality. Especially in this era of reform, all the political events in the government can be known by the public in a transparent manner unlike the New Order era. Therefore the use of newspapers is pentig because the newspaper media to provide learning to the audience crowded particularly on the political and legal, but the mass media, especially newspapers is not everything, because he has certain limitations, and limitations are much dependent on space and time existing. Research methodologies that researchers use in this research is quantitative research methodology using content analysis techniques. The philosophy of this study beradasarkan assumption that the media is never value free. Media is not never been in a neutral condition in all pemberitaannya. Media has always had its own perspective of looking at events that happened of course is adapted to the ideology of the media. This research is only willing to recognize the phenomenon phenomenon for further study, by the way, first, to describe accurately the nature of some phenomenon of nature, a group or individual. Secondly to determine the frequency occurrence of a condition to minimize bias and maximize reliability. Frequency of occurrence indicators are neutral category there are 14 subheadings or 64% of the publicity the case of Century Bank is in subtitles ,4,5,6,7,8,9,11,14,15,16,20 and 21. Frequency of occurrence of balance there are eight categories of indicators subtitles or 32% of the publicity the case of Century Bank is at 2,3,10,12,13,18,19 and 22 subtitles.
