The existence of reformation era Indonesia has given a public space to participate in the decision making process policy in domestic level. Reformation era is mark by the strength of civil society in Indonesia as the balance and the control towards government powers. Civil society movement in Indonesia can not be separated from Islam because most of Indonesian citizen are moslem. These has make issues related to Islam tendency sensitive to be respond especially in SBY government era (2004-2009) and when the Iranian nuclear issues appear. Indonesian foreign policy on Iranian nuclear case can not be detached from the concern of Islam public in Indonesia and foreign policy basically can not be separated from domestic politic. According to David Easton, politics in domestic level always being influenced by input whether it is support or demand. On that reason government is push to change the policy on Iranian nuclear case, which in the beginning agreed on 1747 resolution and then abstain on 1803 resolution. Since there are a lot of public Islam demand in domestic level, government make concideration regarding Iranian nuclear policy taken from the demand.
