Abstract

This research is applied research by the chapter "Analyze Driving License Service System At SATPAS POLRESTA Malang After Applying DTMS (Digital Test Management System) And EQS (Electronic Queue System). The purpose of this research is to determine the effectiveness of driving license service system at SATPAS POLRETA Malang seen from the queuing concept after applying DTMS (Digital Test Management System) And EQS (Electronic Queue System). Queue is a waiting line from the people who need the service from one or more service facilities. The concept of the queue there are five settings service facilities, are : Single Channel - Single Phase, Single Channel - Multiphase, Multichannel - Single Phase, Multichannel - Multiphase, and Mix Queue. This research conducted at SATPAS POLRESTA Malang that operational area includes Malang City. SATPAS party providing public services to the community in new and renewal driving license. The result of this research using mix queuing model is known that there is a buildup of queues at the counters 4 (Test Practice) Wheels 2. This is shown by the total driving license applicant on counters 4 (Test Practice) Wheels 2 at the time were as many as 28 people and at busy times as many as 35 people, while the counters are only able to serve 24 driving license applicants during business hours. In other words, there is over capacity in counter 4 (Test Practice) Wheels 2 at the time were as many as 4 people and at busy times as many as 11 people. In addition, there is no driving license applicant queues at the counters - counters others even happen over resources on the counter 4 (Theory Test) that shown by levels of utilization (ρ) only 1%, the probability of 0.79 SIM applicants in the system, the average driving license applicant waiting in the queue (Lq) 0 driving license applicant, the average time driving license applicants waiting in the queue (Wq) 0 minute, average driving license applicants waiting in the system (Ls) 0.213 driving license applicant, and the average waiting time of driving license applicants in the system (Ws), 0.25 minutes at busy times. The results showed that the application of technology in a few counters have not been able to reduce queues and balancing service system. Keyword : Theory of Queue, Mix Queue Model
