Abstract

With the existence of Law - Law No. 40 year 2003 on the Establishment of East Seram regency, West Seram regency and Aru Islands in Maluku Province (Republic of Indonesia State Gazette Year 2003 No. 155), is crucial when East Seram As the new District bloom on the aspirations of its people then the main role of parliament should be a legislative body that can express the aspirations of its people. The author was interested in conducting research with the title of the Performance of Regional Representatives in the Establishment of Local Regulation in East Seram District, Maluku Province. This research used descriptive method with qualitative approache. The subjects of the study were East Seram district legislature. The sample was determined by using purposive sampling technique. The technique of data collection used interview, observation, and documentation. From the analysis, East Seram district legislature has not played key roles in the formation of local regulations in the eastern district. Because there were factors that inhibited the performance of East Seram district legislature in the formation of local regulations, to improve the performance of the Parliament in East Seram district legislature in creating local regulations . Based on these results, the author suggested: First, providing the technical expertise drawn from the nearest university experts (local and regional), Second workshops held regularly with current topics and bring in speakers from universities, NGOs, or government officials who were experts in their fields; next, specified explicitly three legislators education minimally high school or equivalent; then, legislators Recruitment with a rigorous selection; Fifth, Parliament was expected to channel the aspirations of the community; and finally, each Parliament recommended to follow the current development of political, economic, social, cultural, and had a dialogue with the community.
