Abstract

The research was case study at PT Bank Tabungan Negara Malang Branch titled, evaluation of PT Bank Tabungan Negara Malang Branch performance, Case Study at Housing debt policy. Debt policy is one of the most serious effect from economic crisis to debt sector related with the height of problem debt in banks. Bank was free to decide the way to decrease the debt level. According to opinion that bank was the nerve of country’s economic, it wasn’t wrong either since bank function is money distributing institution; safe place to safe money; investing and another financial service. Debt is one of people fund source alternative which was easy to get. For bank itself, the debt became the main product since it produced certain profit from interest paid. There were several debt given by the bank, whether general bank or People Debt Bank in fulfilling people needs. One of the was house owning or KPR, which one of the consumptive debt product. The research was descriptive with quantitative approach, while data collection method used were interview and documentation, while data analysis used to assess debt policy using time series and cross section, so that for the next year, debt could be decreased. The research object was assesment principle of debt proposal in debt policy, especially KPR in PT Bank Tabungan Negara Malang Branch, while research subject were officers, people, and Bank employees with direct relation to debt policy. From the research, there found some weakness in debt evaluation of debtor, that was when debt assesment evaluation, which used 3C principles with Risk Scoring System as the measuring rod, where 5C principles should be applied here. Debt policy or problem debt or NPL which happened in PT. Bank Tabungan Negara (Persero) Cabang Malang was still below Bank of Indonesia, where in rate 1,84% to 3.45%, where NPL Bank of Indonesia’s standard was 5%, so the debt still light or small, while in performance evaluation, there could be said good (as BI standard) so that time series and cross section conclusion stated health condition.
