Abstract

Violence against children (child abuse) is a social reality that happens in society. Children are most vulnerable as a victim in any situation, then the child needs protection from any acts of violence and exploitation of them by fulfilling their rights. Law of Republic Indonesia No. 23 Tahun 2002 on Protection of Children defines a child as a person who has not aged 18 (eighteen) years including those still in the womb. Violence against children (child abuse) can be defined the event of physical injuries, mental or sexual abuse are commonly made by people who have a responsibility towards the welfare of children which were all indicated by the losses and the threat to the welfare of children. Forms of violence against children can be sexual assault (sexual assault), neglect of education and health (education and medical neglect), violence-related medical (medical abuse). In this research problem is formulated as follows: (1) How can efforts to protect children against violence (child abuse) through the fulfillment of child rights by the Office of Women and Child Protection Malang Regency, (2) what are the constraints faced by the Office of Empowerment Women and Child Protection Malang regency in seeking the protection of children against violence through-fulfillment of child rights. While The aim is: (1) To determine and describe efforts to protect children from violence through the fulfillment of child rights conducted by the Office of Women and Child Protection Malang Regency, (2) To determine and describe the constraints faced by the Office of Empowerment Women and Child Protection Malang Regency. The scope of this research program of child protection activities and constraints faced by the Office of Women and Child Protection Malang Regency. The research was conducted at the Office of Women and Child Protection on the grounds of Malang Regency agency has a duty to protect children in the District of Malang, and the reference treatment of child victims of violence. The method in this study was conducted with descriptive qualitative observation and description of exactly what happened in reality the object of research. Based on the results of the study indicate that efforts to protect children against violence (child abuse) through the fulfillment of child rights conducted by the Office of Women and Child Protection Malang is to implement the Integrated Socialization of Violence Prevention, Policy Facilitation Village / Village Fit Kids (KLA ), Supplementary Feeding Activity for School Children in poor areas (PMT-AS), Information, Education and Communication activities (IEC), Facilitation Violence Victim Assistance and Advocacy. The internal constraints faced by the Office of Women and Child Protection Malang is the percentage of the amount of funding constraints and more women employees than men. While the external constraints faced by the Office of Women and Child Protection Malang Regency is a paradigm problem in society that boarding schools as a child fails at school and the formal sale and purchase of child's age and legitimized violence for reasons of education in socialization activities Integrated, giving quality constraints services are not fully oriented to the child's best interests at KLA Program, the distance constraints to remote location and habits of children who love to snack foods are not healthy in the PMT-AS Program, read the cultural constraints and the lack of consumption of public information on the IEC program and the cultural constraints people who considered taboo to expose or report cases of domestic violence. Based on these studies can be given suggestions such as more specific child protection activities primarily on prevention, more often the dissemination and education, building a network of institutions and units to form the Task Force.
