English as an International language in the world is very important to study and master. In Indonesia, it becomes the first foreign language to be taught since in Junior high School until in University level. In accordance with the 1994 curriculum, English can be taught from the Elementary School as the local content subject. It covers in a special school used to the students with many kinds of Impairments and students with mental retardation. In Indonesia, it can be called as SLB (Sekolah luar Biasa). Generally, in the teaching and learning process, the teachers and the students always faced the problems which are caused by the differences in the system and technique of English teaching. Because of that, the teaching English as the first foreign language is not easy to be taught in the "Impaired students". Based on the reason above, the writer tries to dig up and find out the ways to solve the problems faced by the teachers in using sign language in teaching English to hearing impaired students at SMP-LB/B Negeri Pembina Tk nasional Malang in Lawang. The writer uses the English teacher at SMP-LB/B as the subject of the research. The writer uses the descriptive qualitative research in conducting the research. The instruments used in collecting the data are interview guide and observation checklist. The finding of the research shows that there are some problems faced by the teachers in using sign language to hearing impaired students in teaching English at SMP-LB/B Negeri Pembina Tk Nasional Malang in Lawang. They are concerning with the material, teaching technique, media, and the students. For the problem of students, teachers should pay attention to each of the student's Intelligence (IQ). The teachers can give the English materials that is easier to be learnt by the hearing impaired students. The materials that is taught is concerning with the student's daily needs. For example, the teachers only give the materials about name of days, months, animal, fruits, etc and the teachers will use the grammar like present tense, past tense, and future tense only. The teachers will make and create the media themselves by taking from the other sources. For example, teachers will use the calendar in the class as the media in teaching the name of days and months. Sometimes, the teachers will use the picture and real thing as the media to explain English materials. Dealing with teaching techniques, the teacher at SMP-LB/B are difficult to use the efficient of teaching techniques and methods in different material and teachers are difficult in applying an appropriate technique everyday. The teachers will combine some techniques and some methods in English teaching and learning activity to hearing impaired students at SMP-LB/B Negeri Pembina Tk Nasional Malang in Lawang.
