Tea plants are growth by many countries in the world, including Indonesia. Indonesia has fifth rank as biggest producer country and exporter in the world. Indonesia has also many companies both public or private own that arrange tea commodity from upper until lower course. Tea plantation sector in East Java, although not as big as food plants, had given rule in reinforcement agricultural structure in East Java. Tea plantation in East Java becomes main business sector which able absorb many employees. Tea represents one commodity that has strategic rule in the economic of Indonesia. Tea commodity is very needed by the whole world because various benefit of it. Consumption rate of tea in the world are very large. It represents market opportunities for Indonesia to sell its commodity. From the explanation above, researcher take research title Trend Analysis and Based-Commodity of Tea in East Java. Based on that background, it can be formulated several problems emerged, as follows: 1. How are production development trend and tea productivity in East Java? 2. How are production development trend and tea productivity in this country? 3. Is tea represents based-production of plantation in East Java? 4. Is tea represents asedcommodity of plantation export in East Java? In this research, researcher chooses East Java as research location intentionally. It based on consideration that East Java is one of province tea producer in Indonesia. Another reason which becomes consideration is availability of research data. Main data used in this research is secondary data obtained from related institution, such as Bina Sarana Pertanian Agricultural Department (BPS Deptan), East Java Department of Plantation, Department of Commerce and others institution related with this research. In this research used two kinds of analysis method. To find out development of production and productivity of tea in East Java and National used method of trend analysis which is able to be formulated as follows: Y = a + bX. Where: Y is prediction of production / productivity of tea in East Java and Indonesia, a is constantan, b is large of replacement y for one replacement X, X is time unit. Whereas to find out value of a and b, used formulation: a = ��Y/n and b= ��XY/��X2. To find out basic and non-basic sector a region used method LQ, this method used to identify superior sector in a region. To calculate it, used formulation: LQ = Vi(s)/V(s)/Vir/Vr. Where: Vi(s) is volume of tea production in East Java, V(s) is amount of production volume of plantation East Java, Vir is volume of tea production National, Vr is amount of production volume of Plantation National. Whereas to shows comparison of export markets a commodity in a region toward commodity export in national level used formulation: LQ = Ei(s)/E(s)/Eir/ Er. Where: Ei(s) is export volume of tea commodity in East Java, E(s) is amount of export volume of plantation East Java, Eir is export volume of tea commodity national, Er is amount of export volume National. The criterion of a region is able to said as basic: 1. If LQ > 1 indicated that sector in the form of basis sector in a region. 2. If LQ < 1 indicated that sector in the form of non basis sector in a region. 3. If LQ = 1 indicated the selfsupporting that sector in a region. From the discussion was obtained that result of tea production in East Java tend to decrease, every year production of tea in East Java experience a little bit decrease as - 0,063% and tea productivity East Java from year to year tend to few decrease, as 0,00096%. For National tea production tend to experience decrease from year to year, decrease of national tea production as -0,0035% and for National tea productivity tend to experience a little bit decrease as -0,0028%. For analysis of tea commodity as basedcommodity of plantation in East Java obtained average value of LQ 1,182. Whereas for analysis of tea commodity as based-commodity of export obtained average value of LQ 0,247.
