Fulfilling the expectations of audiences is one of the television media management tasks. It’s an effort on JTV as a local television in East Java through Pojok Kampung news. There is no doubt, that Suroboyoan language used by Pojok Kampung news became one of the attractions and uniqueness for the audience. But on the other hand, some viewers judging that the Suroboyoan language sound harsh and too vulgar, far from intellectual and intelligent impression which has become a special characteristic of a news program. Indonesia actually has enacted laws that governing the use of language in television programs, that is on Broadcasting Act No.32 year 2002 and the decision of Indonesian Broadcasting Commission (KPI) about Code of Conduct and Standard Broadcasting Press Program (P3-SPS). This regulation describes the prohibition of using harsh and insults words, both in the Indonesian language, foreign languages and regional languages which expressed verbally and non verbally. Seeing the fact that JTV still retain using a Suroboyoan language on the existing of controversy, it is necessary to do further review on the broadcasting law in force. The formulation of this research problem is, how the uses of Suroboyoan language on Pojok Kampung news program JTV in review Broadcasting Act number 32 of 2002. This research using theory about the news program, how news story can be said qualified, what the role of language in a culture, what the basic principles journalism language on television, how the ethics of communication in television news, what the content of related rules that regulate about the uses of language in Broadcasting Act No.32 of 2002 and Code of Conduct and Standard Broadcasting Press Program (P3-SPS), and the last one is about the content analysis, how the application of content analysis method to determine orientation content of a communication message. This research is a kind of descriptive quantitative research using content analysis methods. The scope of this study is the transcript of Pojok Kampung news during the month October until November 2009. Unit analysis of this research is analyze per-word of each news story that was read in a Pojok Kampung news during month October until November 2009. Data are grouped into 6 categories of violations language structures adapted to the Code of Conduct Broadcasting and Press Standards Program (P3-SPS), which is an insulting or degrading language, obscene connotations, insulting religion or god, improper connotations, immoral and vulgar. This study uses coder to help test the reliability of the categorization. Data analysis techniques conducted with a frequency table is calculated based on the frequency of appearance of words that have been categorized. Based on the results of data analysis, concluded that the uses of Suroboyoan language in the Pojok Kampung news on JTV, contrary to the broadcasting law No. 32 of 2002, particularly about Code of Conduct Broadcasting and Press Standards Program (P3/SPS) in fourth section of rule number 52 about prohibition of using harsh and insults words. Found as many as 45 elements of a vocabulary that contains insulting or degrading language, obscene connotations, insulting religion or god, improper connotations, immoral and vulgar, with the greatest frequency is the category of vulgar words.
