Abstract

In political sociology of forestry, the roles of actors and the function of state structure in Indonesia were of government's responsibility as the only legal authority. The people as state citizen and the owner of sovereignity may aske back advantages in form of forest regulation, service, and empowerment. The involvement of central government represented by forestry institution established in East Java Province such as BRHL, BP DAS Brantas, Badan Pengelolaan Taman Hutan Rakyat, etc. The inter-local governmental coordination was made in form of annual programs and mid-term programs. Participation access for the society was launched. The involvement of non-government organizations and groups need to be improved by emphasizing on the provision of information and transparent direct participation for avoiding conflicts between the people and the government
