Problems of education in Indonesia especially height broken number of school (PAS/Angka Putus Sekolah) is problems which knock over almost in all area in Indonesia, do not aside from in district of Dompu (NTB/Nusa Tenggara Barat). Hence, policy of this free education attend as effort to increase the quality of human resource (SDM/Sumber Daya Manusia), on the chance of there will be no again broken school age child of school, effect of collided the problem of economics. With this program, which more given high priority by emphasis of education aspect at sustainability level (keberlanjutan) that is SMA/SMU/SMK/MA level exist in region work district of Dompu with source of financing of APBD district of Dompu, because formal education subsidy to elementary school (SD/Sekolah Dasar) until junior high school (SMP/Sekolah Menengah Pertama) have been handled by APBN with BOS program. Besides, this policy also represent form service of government to society, according to commendation of UUD 1945 and also UU No.2 year 2003 about education system of national, which is on its principle guarantee the existence of generalization of education for all Indonesia people. Later, then, research methodologies entitling implementation policy of free education is descriptive research with qualitative approach. While, objective this research is on education official of young man and sport, NGO (LSM), as well as public school and also private sector executing this policy. To collect primary data and secondary which is required in this research, researcher use way of observation, interview, and documentation. After required data succeed to be collected, the data is then analyzed pursuant to formula of problem and operational definition used in research. Pursuant to result of research which have been conducted by researcher, can be seen that policy of free education in district of Dompu this NTB have walked during more or less 2 year (since January 2008) which its fund is taken away from APBD area. Even have sufficiently long walked this policy not yet legal fundament remains to like PERDA and sort. So that in its execution still use regulation of Regent, that is regulation of Regent of No.4 year 2008 about management of education program and service of free health to society of Dompu. Institution arranging execution technically of this policy is on Education official of young man and sport work along with public school and also private sector in SMA/SMK/MA level exist in region work district of Dompu NTB. This Policy it is true have been executed by public schools and private sector exist in district of Dompu NTB, but in its implementation not yet walked is such as those which expected together by government of district of Dompu, the mentioned proven by existence of collection of charged upon by is pupil sponsor or student, uncons¬ciously the burdening collection have been accounted on free of charge by govern¬ment of district of Dompu. Besides, this policy also still have lacking of like in the case of certainty of legal fundament, problem of SDM executor of policy, and also the problem of involvement of society as object of policy. Journey of policy of this free education have walked during this 2 the last year. In general, execution of policy still have insuffiency, ought that way which policy born to represent form of concrete from existence of big sense of government of district of Dompu in generalization access education to society and also to lighten economic burden of society of Dompu.
