Keywords: Communication Strategy Education is an integral part of the development process in order to achieve the progress of the nation. Where implementation is expected to achieve the ideals of creating a quality Human Resources, creative, and excel in need is also an excellent educational system. It is precisely Madison City Government plans to provide a quality education facilities in the form of a building "Outstanding High School" (National School of International Level). In connection with the apparatus that have become part of public relations to explain the widest on the existence of "High School Competitive" by the Government to the public. The problems are taken in this research is how the communication strategy of public relations in the dissemination of information "Competitive high school." The purpose of this research is to know how public relations communication strategies in the dissemination of information "Competitive high school." This study with the object type descriptive qualitative research Madison City Government Public Relations, amounting to 3 people. As for the collection of data, researchers used interviews, and documentation, then the data obtained are processed in induction-interpretation-conceptualization, using techniques triagulasi validity of data sources, which compare and check behind the degree of confidence any information acquired through time and different tools in methods of citizens and governments. From the results of this research note that the communication strategy of public relations in the dissemination of information "Outstanding High School", obtaining and managing data and information "SMA Featured" of light materials in the form of official policies of the Government in legislation, as well as other information from media sources print or electronic. Public relations communication strategies in the dissemination of information "Outstanding High School" by implementing Strategy A Catalyst, because in this catalytic strategy contains informative and persuasive techniques, because in this strategy communicators in the delivery of his message by giving stimuli or rangasangan that without the coercive element of the will of the communicant. In implementing the communication strategy is certainly the elements of communication can not be left where the elements of communication submitted by Harold D. Lasswell namely "Who Says What In Which Channel To Whom With What Effect?" Which, WHO (communicator) as tedepan troops in the dissemination of information in the public relations Madison City Government. Says What (messages) in the form of information delivery "Outstanding High School" that will be informative. In Which Channel (media) used is the print media is tabloid publication Madiun "Voice of Madison" and "Krida People", and electronic media of radio Voice FM Madiun and private radio stations in the city of Madison. To Whom (communicant), ie the wider community in this regard is nasyarakat Madiun. With What Effect (effect expected) that happens the condition of understanding the message of public relations Madison city government of "High School Featured" on the community, so people really understand and be clear about the information "Competitive high school." From the results of this research can be concluded from the statement issued by the informants could conclude about their concept (PR) on the communication strategy of public relations in the dissemination of information "Outstanding High School" is the Madison city government public relations relationships with mass media.
