Abstract

Order and peace is a condition that must be implemented by each local government, so too should the City Government of Malang. As Act No. 32 years in 2004 on regional autonomy, whereby each region are given the freedom to run the government according to the capabilities of the region itself, so in an attempt to create order and peace established an agency to assist the Regional Head of business execution order conditions with the formation of the Office of Civil Service Police Unit. To provide an explanation of this research will be presented in a descriptive kulitatif, which depicts or describes a number of variables related to the unit that investigated the problem and regardless of the relationship between variables. Furthermore, to clarify the information presented will be reinforced with sources of research data which consists of primary data sources are the words and actions of people who observed and interviewed as well as secondary data sources comprising observations, notes/reading book, internet, magazines or other written data from the agencies/institutions that support this research. As the status of the Police Civil Service Unit which is a government technical institute in the field of peace and public order as well as to assist the Regional Head, then to realize the order caused by the number of homeless people and beggars in the city of Malang city government gave the task to the Civil Service Police Unit for ordering acts homeless and these beggars. Furthermore, in such enforcement efforts are guided by civil service Police Unit in the Ministry of the Interior's decision No. 26 of 2005 on Guidelines for Operational Procedures and Equipment Police Unit Civil Service. The order of business coaching do is through four stages including: the first stage of the process of straightening preentif indirectly using an intermediary, the can in the form of an announcement affixed or placed on a particular area which is regarded as a forbidden zone to the flattened appearance. Besides the mass media can also take advantage of both the electronic and print media. The second preventive step that is by giving a reprimand and counseling to the bum and beggars to understand the regulations that apply. Third, the repressive phase arrest of vagabonds and beggars who stay to force after being given explanations about the regulations through preventive stage. Fourth, the rehabilitation phase is to catch while the homeless and beggars who captured the raid in order to buy educational skills before being returned to the place to come from of respectively. The existence of the Office of Civil Service Police Unit in Malang expected to be able to create an orderly and safe condition, because these institutions are government attributes to act against problems of Order and peace tranquility. But keep in remembered that any action taken by the Civil Service Unit cops should really guided by the rules applicable in the sense don’t to acts arbitrarily without regard to human rights, and deviate by only relying on muscle power. And the need remembered task execution order that all areas of Civil Service Police Unit conducted an act of non Yustisia so no judgments through the judicial process.
