Abstract

This research was conducted to find out the efforts of the Bandung City government in optimizing urban governance through the collaboration of Bandung's sister city and Seoul in the restoration of the Cikapundung River. This research was made based on the concept of sister city and paradiplomacy. Sister city cooperation is a form of cooperation between two cities in different countries or abroad which focuses on friendly relation between cities. Paradiplomacy is an emergence of the ability of actors other than the state in issuing foreign policy (city government, provincial government, regional government, federation, units). The author uses descriptive research to find the above issues. This study uses qualitative analysis techniques with library research data collection methods in the form of journals, official websites, and books. So it can be concluded that by carriying out the collaboration between Bandung and Seoul through the sister city, the efforts made by the Bandung City government in optimizing city governance were successful in being implemented through the restoration of the Cikapundung River by involving the City of Seoul in it as a foreign partner and bringing impact and influence to both cities.
