Non-Governmental Organization (NGO) is an integral part of political and economic dynamics of Indonesian society today. Form of NGO activities that enough attention is the empowerment programs and rural community assistance aimed at making communities more empowered and not depend entirely on the parties beyond himself. Daya Pertiwi Foundation (YDP) is one of the NGOs that have made assistance to the establishment of micro enterprises in rural communities. To see how far social intervention through YDP mentoring programs in rural communities, this study also oriented to the program evaluation methods. Qualitative evaluative research also aims to determine the form of social intervention or mentoring programs in the process of establishing micro-enterprises and response group member advisory group to the process group. While the study sites located in the village of Doko Resapombo Blitar District as a place of execution YDP mentoring program in the formation of micro-enterprise groups. This study uses explanatory influence matrix analysis techniques. That analysis techniques that try to explain the end result YDP mentoring program on micro-enterprise group formation with the steps: (1) build a matrix dish consisting program objectives, the categories of situations and the dimension of time, (2) inputting data or any specific changes that have been verified with a short phrase into the matrix, (3) analyze the data in the matrix. YDP mentoring process in the formation of micro-enterprise groups in the village of Doko Blitar District Resapombo use four general approaches: build individual awareness, build awareness of the group, process approach, and consultative approach to relationship pattern. While responses to the process of mentoring group members the group has a charge that refers to the seven evaluative qualitative indicators that can be categorized into three general criteria: excellent, pretty good, and less good. The criteria are very well can be seen in response to the following aspects: socio-economic ability, political skills, and knowledge transfer. Criteria are good enough can be seen from a number of answers to members on aspects: personal skills, interpersonal skills, and quality of mentoring. While the responses indicate unfavorable criteria only on aspects of self-reliance.
