Total population in Jember, continued to increase every year, which is one factor addition was also influenced by the number of industries, markets, hospitals, schools, offices and others, because it had an impact on the increase in garbage, therefore there is waste that must be destroyed so as not to disturb the environment. Method of processing waste in the landfill is by stockpiling Jember (Controlled Landfill). Then planned to use another method that is by burning at Burning Stoves (Incinerator), with this method 80% of the volume of waste can be destroyed and produce a form of combustion ash. Of these two methods which are more economical than when viewed in terms of investment costs and operational costs. Along with the population, the development of ecology, culture and industry, the volume of waste has increased Jember City. Garbage in 2025 is predicted to reach 3,882,213 m3., then the furnace burners require as many as 26 pieces with land for the location of the furnace burner area of 2 Ha.Biaya required for processing waste by landfill (Controlled Landfill) TPA USD 21,726,196,028.00 whereas with Furnace burner (Incinerator) Rp 17,801,914,724.00 so that there is a difference of USD 3,924,281,304.00 more expensive with Hoarding (Controlled Landfill) landfill. Both methods of processing waste can be used but should be review, because of the difficulty of providing land and environmental pollution that will occur. Therefore, further studies need to be done so that the waste problem can be dealt with properly.
