The data obtained are the primary data of the speed surveys, traffic volume, and geometric roads, secondary data, ie map the location of the southern ring road, GDP, population Pasuruan, and component prices BOK. Analysis of street performance using the method of the Indonesian Highway Capacity Manual (IHCM), vehicle operating cost analysis method Jepan International Cooperation Agency, and travel time analysis using the method Appoaach Income. Based on the analysis and discussion, obtained by the performance of city street that is exactly on Jl. Ir. Juan (DS = 0.63), the performance of the southern ring road that is at the point of entry from the direction of the southern ring road towards the city of Malang, Probolinggo and Surabaya direction (DS = 0.24), the difference in vehicle operating cost Rp. 38,671.00 per day. And for the difference in travel time value of Rp. 1,015,694.00 per day. The total value of the excess cost operasikendaraan and vehicle time cost of Rp. 1,760,622.00 per day. So we can conclude in terms of vehicle operating costs and travel time costs are cheaper vehicles when vehicles pass through the ring road south of the town of Pasuruan.
