The use of motor vehicles in Batu City constantly increasing from year to year. Naturally, today's troubled public safety and comfort for driving, high use of vehicles on the road have an impact on increasing the number of vehicles parking (Dishub 2009), therefore there is need for the policy of the Government in the framework of Batu City parking levy arrangement. This is the steps taken by the Government of Batu City to increase revenue from parking sector. Batu City Government itself wants a smooth road transportation, disciplined, orderly, comfortable, effective and efficient it is necessary to levy parking arrangement in this parking arrangement it self is also setting parking fees. In this study the author uses descriptive type of research method. Descriptive research. Location is the Department of Transportation study of Communication and Information Batu City. Subject is the Head of Transport Department of Communication and Information, sector's head Batu City Infrastructure and Transportation Facilities, Kasi Keterminalan and parking, officer Parking in Batu City, Batu City community who use the park. Source of data using primary data and secondary data collection techniques in the interview data, documentation, and observation. Technique using a descriptive analysis of qualitative data in analyzing the data by describing the descriptions based on existing data on the object of research. According to observations by researchers in the field, Perda Batu City number 45 in 2003 about the fee in the side of the road is less understood, and understood by the managers. Viewed from the indicator theory Edward III, Structure of the existing bureaucracy in Batu City less than the maximum in its job, communication with implementing activities still could not well established (Dishub with parking attendants), the sources of this policy was still unable to walk with as properly, the last trend in implementing its policy of lack of attention from Dishub the absence of standardization makes good service. In implementing policies on parking that has been made, the regulation policy in Batu City 45 numbers in 2003 are still many problems in implementing this policy include the relevant office is less strict in giving sanction to the officer park. naughty, does not provide protection to service users who feel harmed. Must therefore be an improvement on the bureaucratic structure, communication must be promoted well, especially with the park interpreter, clinging to the policy resources, and also consider what the obstacles in implementing the regulations in Batu number 45 in 2003.
