Keywords: opinion, community relations program. Since monetary crisis, there were so many companies went bankrupt since they weren’t able to pay production cost and the buyer intention was lower. But as the time passed by, many companies had return to develop their business, one of them was PT. Gudang Garam tbk. In Indonesia, the largest tax payer and the most workforce absorber since it used many human resource, was cigarette companies. Many cigarette company in Indonesia caused cigarette industry became tighter. To become the greatest, company needed to make relationship with community. That’s why the writer wanted to find out how the community percept the community relation program held by the company. The research used functional structural theory. According to the functional structural theory, the main functional problem (Ritzer & Goodman, 2004:119) was how the people motivated and placed individual in their exact position. In building benefit relation between company and society, the company held community relation program like open house program, meeting with community figure, scholarship, etc. While community felt to be supported, the company could apply the policy without any challenge from the society. People’s and company’s purpose would become true. The company and community would be a functional group and avoided from group separation or dysfunctional. Method used in this research was qualitative method by descriptive research type. The subject used purposive sampling. Subject used was Dandangan villagers. Interview technique used was structured interview, used documentation to strengthen researched data. Data validation used source triangulation. Along the research, the writer found information about programs held by PT. Gudang Garam Tbk, they were open house, skin-wayang show, donation to the art-school in Kediri, supporting musical activities consisted of singing competition, band festival, rock music among students, sports competition, donation to the orphans in many orphan houses in Kediri, giving food material and offering in Idul Fitri day, trash processing into compost fertilizer, scholarship, national day celebration, renovating community people’s houses, clean water stock. From the analysis, there found four meaning of community relations held by PT. Gudang Garam Tbk, they were market building sponsored by PT. Gudang Garam Tbk and people opinion to the program was taking people’s interest. Because of the difficulties in finding job at PT. Gudang Garam Tbk, PT. Gudang Garam Tbk made trash recycling into compost fertilizer. This project opened new occupation field for community, so that it created new opinion in society. It muffled people’s anger who was rejected to work in PT. Gudang Garam Tbk. Togetherness which was done by PT. Gudang Garam Tbk in ceremonial program and sports competition in residence could be interpreted that PT. Gudang Garam Tbk was done this program to get acceptance from community people. The community lived in cigarette company environment in long term would create negative effect for them. That’s why the community relation program was held to shift people attention, also shift PT. Gudang Garam Tbk responsibility to the people’s health.
