Abstract

This experiment is a case study about performance analysis in RSU Dr. Saiful Anwar Malang with the title “Performance Analysis of RSU Dr. Saiful Anwar Malang using Balanced Scorecard Approach”. Objective of this study is to found out about performance of RSU Dr. Saiful Anwar Malang if measured using Balanced Scorecard approach. Analysis tools used to found out about the performance of RSU Dr. Saiful Anwar Malang were as follows: First, Finance Perspective covering income growth rate. Second, Customer Perspective covering amount of patient, amount of in-patient, and amount of out-patient. Third, it used Internal Business Perspective which covers ALOS, BOR, TOI, and BTO. Fourth, it also used Development and Growth Perspective which covers employee’s turnover rate, employee’s training, and employee’s attendance. Generally, performance of RSU Dr. Saiful Anwar Malang which has been analyzed using Balanced Scorecard approach is good, from the results of calculation using income growth rate, it had decreasing number from 40,54% in the year of 2006 becoming 3,79% in the year of 2007. From the customer perspective, it has several decreasing numbers, amount of patient has decrease from 23,86% in the year of 2006 into 7,95% in the year 2007, amount of in-patient in the year of 2005 reaching 1,119%, decrease into 1,022% in the year of 2006 and has slightly increase for the year of 2007 with 1,050%. Numbers of out-patient in patient acquisition has decreasing number for the year 2005, 42,49% into 41,13% in the year of 2006 and become 39,79% in the year of 2007, while in patient retention for the year 2005 reaching 57,51% and increase into 58,87% in the year of 2006 and 60,21% in the year of 2007. For internal business perspective, ALOS has shown better rate from year to year with the value of 6,52 days; 6,72 days; and 6,84 days. BOR has resulting good rate annually started with 62,76%, 72,87%, and 78,23%. TOI has shown good rate annually started with the value of 3,92 days; 2,52 days; and 1,96 days. BTO is quite good from year to year started with 34,69 times; 39,24 times; and 40,6 times, fulfilling the benchmark standard. For development and growth perspectives, the employee’s turnover rate by the year of 2005 has reaching 4,526% and decline in the year of 2006 for 3,813% and by the year of 2007 reaching 2,860%. For employee’s training in 2005 has the value from 61,23% into 69,55% in 2006 and had been decreasing into 54,39% in the year of 2007. For employee’s attendance in 2005, it reach 0,49% and increasing into 0,55% in 2006, while finally decrease into 0,54% in 2007. Based on the general results above, we could conclude that performance of RSU Dr. Saiful Anwar Malang measure with Balanced Scorecard approach for the period 2005-2007 can be categorized as good, these had been reflected from four kind of perspectives which are finance perspective,customer perspective, internal business perspective, and development and growth perspective.
