Abstract

As citizens, people with visual disabilities have the same rights to receive public services. One of the public services needed by blind people is to get education at UPT RSBN Malang. This research aims to describe access to public services provided by the Malang Bina Netra Social Rehabilitation Technical Implementation Unit and how the beneficiaries perceive the public services they have received. This research uses a qualitative approach and descriptive research type. Data collection techniques are carried out through interviews, observation and documentation. The technique for determining research subjects used purposive sampling. Meanwhile, the technique for increasing the validity of the data uses a credibility test. The results of the research show that access to public services provided by the Malang Bina Netra Social Rehabilitation Technical Implementation Unit is good in the aspects of assurance responsiveness and empathy but is not yet optimal in the tangibles aspect, namely indoor building block facilities and bathroom handrails are not yet available. Meanwhile, the perceptions of the beneficiaries regarding access to public services provided are good.
