VICO represent company dabbling in development of natural gas sources in Indonesia. [At January-February 2001, VICO sued with accusation of land; ground dispute. At May 2001 VICO hit by road; street blacking out case go to company by all farmer which feel getting disadvantage. Along the nun [of] time with existing problems, VICO form and make new concept of program of CSR on the chance of can lessen problems of social that happened. Way of this proven succeeds that is in the year 2003 until 2008 VICO get appreciation. This matter draw researcher to know what and how activity process of Corporate Social Responsibility run as part of Program of Public Relations in developing image company of VICO Badak DeFleur and of Dennis mention Public Relations as " individual communications process where or society units cope to braid organizational relationship with various public or group with a purpose to course" (Iriantara, 2004:5). The World Business Council Sustainable Development for (WBCSD) define CSR is corporate world commitment to continuously to act ethically, operating legally and have contribution to the make-up of economics, at the same time with make-up of quality live by employees and his family at the same time also the make-up of the quality of local community and society broader (in Wibisono, 2007:7). While image is obtained by impression is someone pursuant to knowledge and his congeniality (Soemirat, 2002: 114). This research represent research qualitative in emic perceptive, here researcher collect data in the form of story detailed and laid open [by] are there him as according to Language, and responder view, Data collecting obtained from three kinds of: observation, interview, and documentation. In stipulating of researcher information source will chosen by purposive sampling and get 9 informant people fulfilling criterion which have been determined by researcher. Technique authenticity of data in this research is data triangulation that is comparing data and check to return trust a[n obtained information pass different appliance and time in method qualitative (Moeloeng, 2005:330). From data analysis which have been done, researcher can take conclusion that Implementation of CSR VICO Rhinoceros divided to become two, that is Community Relations and of Community Development. In course of execution of its activity, External Body of Relations & Community Development use process work liaison start from phase research into, planning, communications and action and also evaluate. Resistance faced in implementation of CSR that is existence of not satisfies in decision making, different Language factor, and also the problem of time. While supplementary factor of the activity is fund provided by cooperation and company between External employees of Relations & Community Development. Studied from facet of theoretic that process forming of company image up to benefit of implementation of CSR relate at Cognate Effect Communications theory. Of its implication indicate that the communications effect have to society, and to party of VICO Rhinoceros alone get a positive assessment and trust which indirectly have formed a positive image of society of Kalimantan East and also itself of stakeholder other.
