Keywords: Communication Distortions Communication is a fundamental factor to form a partnership. But communication can also be a cause and pengakhir contradictions that there are biases everywhere, also in the business world. Communication activities by a company is sometimes necessary as the fire department. When conflicts occur or circumstances that are not favorable to a company, the solution is considered to be placed on communication by human activity (social communication). Communication plays an important role in organizational life, because the only communication, organizational functions in order to achieve common goals can be accomplished. In order to attempt to achieve the goals of the organization can run well, we need a management, and for the organization to sync with the goals to be achieved will require effective leadership. While the essence of effective leadership is effective communication. Therefore, communication is the essence of the organization. Communication processes that occur in the life of the organization, involving all the personnel that are in it. It starts from the personnel at the topmost level in the organizational structure such as the head of the Bureau, to the lowest strata, such as employees. This study focuses attention on how the distortion of communication between superiors and subordinates at the Bureau of Human Resources and the Public in Public Companies Jasa Tirta I Malang. For the operationalization of the distortion of communication between superiors and subordinates at the Bureau of Human Resources & General Public Corporation Jasa Tirta I Malang, can be seen from: obstacles situational obstacles semantics, obstacles mechanical and relationship between superiors and subordinates in the Bureau of Human Resources & General Public Corporation Jasa Tirta I Malang. This research method is qualitative and descriptive, with a selection of research sites in Jasa Tirta I Public Corporation Malang, the object of research is the employees at the Bureau of Human Resources & General in Perum Jasa Tirta I Malang and researchers use total sampling technique. In collecting interviews and documentation, data analysis techniques using domain analysis, and data validity checking techniques using triangulation. The results of research on the distortion of communication between superiors and subordinates at the Bureau of Human Resources and General Perum Jasa I Malang, is that the process of distortion that took place is divided into several factors, among which the factors of sociological, anthropological factors, psychological factors, semantic factors and technical factors and frequency of communication between the supervisor and subordinate. In anthropological factors there are still many ethnic differences that influence a person's behavior in communicating, in a sociological factors, the persistence of differences in status, where there is a feeling uncomfortable with the status of higher office. Then more of a psychological factor of personality, whereas the form factor is more semantic differences and areas of work tasks that cause distortion of communication between superiors and subordinates in the Bureau of Human Resources and General Perum Jasa Tirta I Malang. All these factors is contained in the respective backgrounds of the employees supervisor and subordinate Bureau of Human Resources and General Perum Jasa Tirta I Malang. So some of the results is seen, that the distortion of communication between the supervisor and subordinate is also backed by a factor of communication techniques and frequency of communication that took place between superiors and subordinates in the Bureau of Human Resources and General Perum Jasa Tirta I Malang. Conclusion on research on the distortion of communication between superiors and subordinates at the Bureau of Human Resources and General Perum Jasa Tirta I Malang is the distortion of communication that took place in relation superiors and subordinates at the Bureau of Human Resources and General Perum Jasa Tirta I Malang, is a form of communication gaps is backed by several significant factors derived from factors such as psychological and semantic. On the psychological factors that lead to distortion of communication on the communication relationships between superiors and subordinates is the Bureau of Human Resources and General Perum Jasa Tirta I Malang, namely the existence of personality differences of personality differences between employee-owned, both in levels between superiors and subordinates by superiors . In this case the difference of personality is a latent problem, where the difference in personality is related to the problems of character and behavior of each individual that affect the working relationship, especially the working relationship between superiors and subordinates.
